City of Fear: Carrying Out Flogging of 24 People in Kabul and Ghor

The Taliban court said in two separate statements on Sunday (March 7) that 24 people, including three women, were publicly flogged in Kabul and Ghor provinces.

According to the court’s first statement, three men and three women were publicly flogged 39 times each by local officials in Ghor Provincial First Instance Court on charges of “extramarital affairs.”

In another statement, Kabul court officials subjected 18 people to physical torture on charges of “smuggling narcotics, hashish, and K-tablets.”

Each of the defendants was sentenced to 7 months to 3 years in prison and 10 to 39 lashes, according to the statement.

Reliable statistics show that the Taliban regime has increased the number of people flogged in Kabul and other provinces in recent weeks and months.

This comes as UN experts recently announced that the Taliban’s Supreme Court has flogged at least 1,110 people in 2025, of which 940 were men and 170 were women.

Expressing concern over the sharp increase in these penalties in 2025, the agency said the figure has doubled compared to 2024. According to the report, at least 567 people, including 480 men and 87 women, were flogged in 2024.
